Outsourcing software development to Pakistan works for US teams if the vendor keeps evening hours for your calls, since a standard Lahore day ends as New York's begins. UK, European and Gulf teams overlap a Lahore day by 5 to 8 hours. Pakistan's telecom, computer and information services exports hit a record $4.6 billion in the year to June 2026, up 21%, according to State Bank of Pakistan data reported by the Express Tribune. The rest of this post covers dated rate figures, an overlap table, the payment routes that work and what the contract should say.
Is Pakistan a good place to outsource software development?
For a US team, it works if the vendor keeps a call window in your morning, or if you can run most of the work in writing. For a team in the UK, Europe or the Gulf, yes, as long as you know its limits before the first call.
The export numbers are growing. The State Bank figures put the category at $4.600 billion for the fiscal year 2025-26, against $3.814 billion the year before, and June 2026 alone brought in $416 million, the highest month of the year (Express Tribune, 18 July 2026). One caveat: the category is "Telecommunications, Computer and Information Services", so it includes telecom and is wider than software alone.
The limits:
- Hours. Pakistan Standard Time (PKT) is UTC+5 all year. A normal Lahore working day barely touches a US one, so US calls only happen if someone works evening or early hours. It fits the UK, Europe and the Gulf well.
- Payments. Bank transfers work, but some tools you may use elsewhere don't: Wise can't pay a business account in Pakistan, and we couldn't confirm PayPal on PayPal's own pages.
- Contracts. Under Pakistani copyright law, as under UK law, code someone else writes for you becomes yours through an assignment in writing (more below). It is easy to get right and easy to forget.
What do software developers in Pakistan charge?
Of the first 24 Pakistani firms on Clutch's listing, 18 put their average rate at $25 to $49 an hour, the same band Clutch's pricing guide gives for app development in general. We couldn't find an official average for Pakistani developers, and each source below measures something different, so read the caveats before you compare.
| Source | What it measures | Figure | Date | Caveat |
|---|---|---|---|---|
| Clutch, software developers in Pakistan | The average hourly rate each firm lists on its profile | Of the first 24 firms we read: 18 at $25 to $49, 3 at $50 to $99, 3 under $25 | Listing ratings updated 31 October 2026; we counted on 1 November 2026 | A band each firm picks for itself, not an average of real invoices |
| Clutch app pricing guide | Rates and project costs from reviews on Clutch | $25 to $49 an hour; average project $90,780.11; about 11 months | Updated 21 September 2026 | Sample size not published. Pakistan is not in its country table |
| Accelerance rate trends | Rates from offshore development partners, by region | Asia: junior $24 to $31, senior $31 to $41. Europe: senior $64 to $76. Latin America: senior $60 to $75 | 24 November 2025 | Survey of 60 partners. Pakistan is named only as one of Asia's talent pools |
Accelerance also reports that Asian rates fell nearly 8% in a year. So a quote in the low $30s an hour for a senior developer in Pakistan is in line with the published data, and a quote far below $24 deserves questions about who is doing the work.
Three things the hourly rate doesn't tell you:
- What it includes. A studio's rate should cover testing, project management and someone to step in when a developer is ill. A freelancer's rate usually covers one person's hours. Ask.
- Your own time. Reviewing builds, answering questions and waiting across time zones costs you hours that never appear on an invoice.
- Rework. A vague brief produces a cheap estimate and an expensive project.
We don't publish our own rates. For a project build we quote a fixed price and dates on a written scope before any code. For what whole projects tend to cost, see what the public data says about app costs.
How much does your working day overlap with Pakistan?
From New York, 0 to 1 hour, unless the team in Pakistan keeps evening hours for US calls, which we do (times below the table). From London, 5 to 6 hours. From the Gulf, the whole working day. PKT is UTC+5 and Pakistan doesn't use daylight saving time (Pakistan Standard Time). Our hours are Monday to Friday, 10am to 7pm PKT, which is 05:00 to 14:00 UTC. The table shows those hours in your city and how many of them fall inside a 9am to 5pm day there. Other teams in Pakistan keep other hours, so ask any vendor which hours they will actually keep.
| Your city | Our 10am to 7pm PKT, in your time (winter) | Overlap (winter) | Our hours in your time (summer) | Overlap (summer) |
|---|---|---|---|---|
| New York | midnight to 9am | 0 hours | 1am to 10am | 1 hour |
| San Francisco | 9pm to 6am (the evening before) | 0 hours | 10pm to 7am | 0 hours |
| London | 5am to 2pm | 5 hours | 6am to 3pm | 6 hours |
| Berlin, Paris, Amsterdam | 6am to 3pm | 6 hours | 7am to 4pm | 7 hours |
| Dubai (UTC+4, no clock change) | 9am to 6pm | 8 hours | 9am to 6pm | 8 hours |
| Riyadh (UTC+3, no clock change) | 8am to 5pm | 8 hours | 8am to 5pm | 8 hours |
The Gulf offsets come from the UAE and Saudi Arabia time zone entries; the rest is arithmetic from UTC+5.
The gap to the US and Europe changes twice a year because your clocks move and ours don't:
- The US went back an hour on 1 November 2026 and goes forward on 14 March 2027: the second Sunday in March and the first Sunday in November, under the rule NIST describes.
- The UK went back on 25 October 2026 and goes forward on 28 March 2027 (GOV.UK). EU countries change on the same days, the last Sundays of March and October under Directive 2000/84/EC.
- Pakistan, the UAE and Saudi Arabia don't change.
So between 14 and 28 March 2027, New York is 9 hours behind Lahore while London is still 5. A recurring call fixed in your local time will move by an hour in Lahore twice a year, so agree which clock the invite follows.
For a New York team in winter, 9am is 7pm in Lahore, the end of our regular day. Live overlap only happens if one side moves its hours: Lahore works into the evening, New York starts early, or both shift a little.
We do the first. For US clients we take calls from 6pm to 10pm PKT (13:00 to 17:00 UTC), Monday to Friday. In New York that's 8am to 12pm in winter and 9am to 1pm in summer. In San Francisco it's 5am to 9am in winter and 6am to 10am in summer, so West Coast calls come very early in your day, and written updates with a recorded weekly demo carry more of the load. Whichever vendor you pick, ask for its US call window in writing.
Two more calendar points. If your office works Sunday to Thursday, you share 4 working days a week with a Monday to Friday team in Pakistan. And Eid holidays follow the lunar calendar, so their dates move every year: ask for the vendor's holiday list at kickoff. Whatever hours you agree, write them into the contract.
How does software development outsourcing work?
You will usually be offered one of three models. The names vary from vendor to vendor; the mechanics don't.
| Model | How you pay | Who carries the risk of extra work | Fits |
|---|---|---|---|
| Fixed-scope project | An agreed price for a written scope, paid by milestone | The vendor, inside the scope. Anything new is a change request with its own price | A first version or a clearly defined feature |
| Time and materials | Hours or days at an agreed rate, invoiced monthly or per sprint | You | Work whose scope will change as you learn |
| Monthly retainer or dedicated team | A fixed monthly fee for agreed people and capacity | Shared. You set the priorities; the team ships what the time allows | A live product that needs steady updates |
The paperwork usually comes in this order:
- An NDA, if you want one before sharing a detailed brief.
- A master services agreement (MSA). This is the set of terms for all your work together: who owns the IP, confidentiality, liability, payment terms, termination, governing law and how disputes are settled.
- A statement of work (SOW) for each project. This is the project itself: scope, deliverables, milestones, acceptance criteria, price, dates and a list of what is out of scope.
- Change requests: a short written note for anything new, with its effect on price and dates, agreed before the work starts.
- Handover: the code, accounts, keys and documentation, listed in the SOW so that "done" means the same thing to both sides.
If a vendor puts the MSA and SOW in one document, that is fine as long as everything above is in it.
Check who signs. Zoftaa, for example, is a trading name and isn't a registered company yet, as our About page says. Ask any vendor which person or company the contract names, and make sure the bank account you pay is in that same name.
Here is how we run it. We offer three shapes of work. A project build is a fixed scope with the price and dates agreed before we write any code. A product retainer keeps the same engineers on your product every month. Launch and store setup takes an app that already exists through signing, store review and release. Each one starts with a scope call and a fixed written plan, gives you a build to try every week, and ends with a handover of the code, accounts and keys. A fixed price needs a clear brief, and our guide to writing a software project brief has a template you can fill in.
Who owns the code when you outsource to Pakistan?
Whoever the contract says, as long as the transfer is in writing and signed. Without that, the default in the US, the UK and Pakistan leaves the copyright with the developer, or with the studio that employs them. What follows is the general picture from official sources (checked 1 November 2026). It is not legal advice, so have a lawyer in your country review the contract.
- In the US, a commissioned work counts as "work made for hire" only if it falls into one of 9 listed categories and both parties sign a written agreement saying so. Software is not one of the named categories, and the US Copyright Office is blunt: "If a work fails to satisfy any of these requirements, it is not a work made for hire" (Circular 30, revised August 2024). So a contract that relies only on "work made for hire" wording may not transfer the code to you. A written assignment of copyright closes that gap.
- In the UK, the author is the first owner of copyright, and an employer owns what employees make in the course of their employment (CDPA 1988, section 11). An outside studio's developers are not your employees, and "An assignment of copyright is not effective unless it is in writing signed by or on behalf of the assignor" (section 90).
- In Pakistan, the Copyright Ordinance 1962 makes the author the first owner, and the employer the first owner of work made under a contract of service unless agreed otherwise (section 13). Section 15 says "No assignment of the copyright in any work shall be valid unless it is in writing", signed by the assignor (text on WIPO Lex).
The chain matters. The code moves from the developer to the studio through the developer's employment contract, then from the studio to you through the assignment. If the studio uses freelancers, each of them needs to have assigned their work to the studio, or there is a gap in the chain. Ask about it before you sign.
For disputes, Pakistan is a party to the New York Convention on foreign arbitral awards. It has applied there since 12 October 2005, for awards made in another country that has joined the convention (UNCITRAL status table, 172 parties). An arbitration clause seated in another convention country is one option to raise with your lawyer. Whether arbitration or a court suits your contract is their call.
Who owns the code when you hire an offshore team goes further into IP clauses, NDAs and the handover checklist.
How do you pay a development team in Pakistan?
To pay a company, the plain route is an international bank transfer to its Pakistani bank account against an invoice. Payoneer also works on the receiving side. Wise can pay individuals in Pakistan but not business accounts, and PayPal we couldn't confirm. Here is how we would approach it, from the providers' own pages (checked 1 November 2026).
| Route | How it works | What to watch |
|---|---|---|
| Bank transfer (SWIFT) | You pay from your bank to the vendor's Pakistani account. Pakistani IBANs are 24 characters long and start with PK (Wise) | Your bank's fee and exchange rate. Agree in writing who pays the transfer charges |
| Wise | You send from a Wise account opened in a supported country, and the money arrives in PKR in a Pakistani bank account | Wise says "You can't send to a business account in Pakistan" and the recipient "must be a private individual". Up to PKR 35,000,000 per transfer (Wise). People living in Pakistan can't open Wise accounts (Wise, September 2024) |
| Payoneer | The vendor holds a Payoneer account, and funds can be withdrawn "directly to local Pakistani bank accounts in PKR" (Payoneer) | Ask the vendor how it wants to be paid this way and who carries the fees |
| PayPal | Not confirmed | We couldn't confirm on PayPal's own pages that it serves accounts in Pakistan. Don't build your payment plan around it |
The habits we would keep with any vendor, anywhere:
- Pay the legal entity named in the contract, into a bank account in the same name.
- Pay by milestone: a deposit to start, then each payment against a milestone you have tried and accepted.
- Put the currency, amount, milestone and bank details on every invoice.
- Never change bank details because of an email alone. Confirm on a call with someone you already know.
When is outsourcing to Pakistan the wrong choice?
Some setups will struggle whatever the vendor does:
- Your team needs several hours of live overlap every day and works US West Coast hours.
- Your procurement process requires a security certification such as ISO/IEC 27001. Check that the vendor really holds it; we hold no security or compliance certifications.
- Nobody on your side can try a build each week and answer questions within a day or two. Outsourcing to any country fails without that person.
- Your finance team can only pay through PayPal.
- You need 10 engineers next month. A small studio is the wrong size for that.
What we would do
Whether you outsource app development or web development, start with one small fixed-scope milestone that ends in something you can install or click, paid when you accept it. Judge the team by its weekly builds and by how it handles the first change request.
If you are on the US East Coast, agree a call window of at least 2 hours in writing before you sign, with the times shown in both cities and for both halves of the year. For example, 8am to 10am in New York is 6pm to 8pm PKT in winter and 5pm to 7pm PKT in summer.
If you are on the US West Coast, expect live calls early in your morning at best, and plan most of the work in writing with a recorded weekly demo. If your team can't work that way, choose a team closer to you.
If you are in the UK, Europe or the Gulf, a normal Lahore working day already overlaps yours by 5 to 8 hours, so you don't need a special call window.
Wherever you are, the contract should:
- name the legal entity and the person signing;
- assign copyright in writing, including work done by subcontractors;
- put the code repository, store accounts and cloud accounts in your name from day one;
- set the overlap hours, the holiday list and the response time;
- state the governing law and how disputes are settled.
Then decide with three checks. Do at least 3 hours of your working day overlap the hours the vendor will put in writing? Will it sign a written assignment of copyright? Will it put the accounts in your name? If all three hold, Pakistan is worth a paid first milestone. If the overlap is missing, plan for written, asynchronous work or look closer to home. If the vendor won't sign the assignment, walk away.
If you want a Lahore team on your shortlist, our page on hiring developers in Pakistan through Zoftaa explains how we work alongside your team. Send your brief through the contact page and an engineer will usually reply within one business day.
